Message Air is 6% denser going from 70 degrees to 40 degrees. More dense air --> more oxygen --> more power. There's always more fuel than necessary for full combustion at WOT so 6% more air would mean 6% more power. Assuming 400HP at Stage III, the gain is about 25HP when the outside temperature cools down from 70 to 40 degree Fahrenheit.

Cooler charge also reduces the chances of detonation so boost can be increased a bit.
